WPS Compliance for UAE Businesses: Complete Payroll Guide

The UAE’s wps payroll rules changed permanently on 1 June 2026. Under Ministerial Resolution No. 340 of 2026, the 15-day grace period that gave employers buffer before penalties kicked in no longer exists. Salaries must now be transferred through the wage protection system on the 1st of each month – and any payment after that date is treated as a delay from day two. This guide walks you through what WPS is, how to submit a SIF file, what changed in 2026, why rejections happen, and what a compliant monthly payroll cycle looks like.

What Is the UAE Wage Protection System?

The wage protection system is a mandatory electronic salary transfer framework launched in 2009, jointly operated by MOHRE and the Central Bank of UAE. Every private-sector employer registered with MOHRE must pay all employee wages through an approved bank or exchange house – not cash, not cheque.

MOHRE monitors every transaction in real time. By 2026, WPS processes over AED 35 billion in monthly salary transfers for more than five million private-sector workers. Late payments are flagged automatically – no employee complaint is needed to trigger enforcement.

Who Must Register for WPS – and Who Is Exempt?

All private-sector employers registered with MOHRE must use WPS, regardless of company size or industry. There is no minimum employee count.

  • Mainland UAE: all MOHRE-registered employers must comply.
  • Free zones: most free zones (JAFZA, DMCC, RAKEZ, IFZA) now sync with the federal MOHRE WPS database. DIFC and ADGM are exceptions – confirm with your zone authority.
  • Government entities and diplomatic missions: exempt from WPS.

Specific employees can be excluded from a single SIF cycle using NOPAY codes – not removed from WPS entirely. Valid exclusions include:

  • Employees with an active wage-related complaint referred to the judiciary.
  • Employees officially reported absent under a work abandonment report.
  • Employees on documented unpaid leave with MOHRE notification submitted.

New hires are no longer exempt. Resolution 340 removed the previous 30-day NOPAY grace period for new employees. Every new hire is in WPS scope from their first pay cycle, even if they joined on the 30th or 31st of the month.

WPS Payroll: Step-by-Step Submission Process

This is the full cycle for each monthly wps payroll run. HROpal’s UAE payroll module automates SIF generation and submission at step 5-7.

  1. Register with MOHRE. Get your Establishment ID – required in every SIF header. New employees must be registered within 30 days of their start date.
  2. Open a WPS agent account. Choose an approved bank (Emirates NBD, ADCB, FAB, Mashreq, DIB) or exchange house and sign a WPS service agreement.
  3. Ensure all employees have WPS-approved accounts. Every employee needs a UAE bank account or Central Bank-approved prepaid wage card. Facilitate account opening for new hires before their first payroll run.
  4. Run payroll. Calculate basic salary, allowances, overtime, and deductions. Bonuses, commissions, and end-of-service gratuity are not included in the SIF – they are paid separately.
  5. Generate the SIF file using wps software uae or your payroll module. Manual SIF creation from a spreadsheet is the leading cause of rejection.
  6. Validate before submission. Check every Labour Card number, IBAN, and salary figure. Submit at least three working days before the deadline to allow time for corrections.
  7. Upload the SIF to your WPS agent. This is the wps file upload uae step. Your bank or exchange house processes the transfers and confirms payment to MOHRE.
  8. Archive confirmation. Store the agent’s payment confirmation with the SIF file for a minimum of 5 years.

What Is a SIF File and What Must It Contain?

A SIF (Salary Information File) is the standardised data file that UAE employers submit to their WPS agent for each payroll cycle. Without a correctly formatted SIF, salary transfers cannot be processed and the establishment is automatically flagged in MOHRE’s system.

SIF section

What it contains

Notes

Header (Employer record)

MOHRE Establishment ID, company name, total salary amount, number of employees, file generation date and time

One record per SIF file

Employee records

Labour Card number, employee name, IBAN, bank routing code, basic salary, allowances, deductions, net pay, pay period

One record per employee being paid

NOPAY records

Labour Card number + reason code for employees not being paid this cycle

Must be included – cannot leave them out of the file

Bonuses, commissions, and end-of-service gratuity are outside WPS scope and are paid to employees separately.

UAE WPS Deadline 2026: What Changed Under Resolution 340

Old rule (pre June 2026): Salaries must be paid within 15 calendar days of the wage due date. Enforcement began only after the 15-day window closed.

New rule (from 1 June 2026, Resolution 340): Salaries for the preceding month must be transferred through WPS by the 1st of the following month. Any payment after the 1st is treated as a delay from day two. No grace period. No weekend or public holiday extensions.

The 85% compliance threshold: Resolution 340 also raised the compliance bar from 80% to 85% of total wages due, measured at both the company level and per employee. A worker is not treated as unpaid if they receive at least 85% of their entitled wage and the shortfall is a lawful, documented deduction such as a loan repayment, salary advance, or court-ordered payment. In practice, this caps WPS-purpose deductions at around 15% of monthly wage, tighter than the 20% otherwise allowed under UAE Labour Law. Under-documented deductions that drop a worker below 85% are treated as non-payment.

Practical implication: the SIF must be submitted to the bank by June 29th or 30th at the latest – bank processing takes 1-2 business days. Close payroll by the 25th of each month for a safe buffer.

📌 Penalty escalation: From day 2 of delay: MOHRE flags the establishment automatically and enforcement begins. Work permit applications are suspended from around day 5. Fines of AED 1,000 per employee per month apply as delays continue. Serious or repeated violations can reach AED 50,000 and trigger trade licence suspension. Common SIF Rejection Reasons and How to Fix Them

Most WPS rejections are data errors, not intentional non-compliance. These five account for the vast majority:

  • Mismatched Labour Card number. A single wrong digit rejects the entire record. Cross-check against MOHRE records before every run.
  • Invalid or outdated IBAN. Employee IBANs change when they switch banks. Verify at onboarding and on any reported change.
  • Salary amount mismatch. The SIF salary must match the MOHRE-registered contract amount. Keep contracts and payroll records synchronised.
  • Missing NOPAY code. Employees not being paid this cycle must appear in the SIF with a valid reason code. Omitting them entirely triggers a violation.
  • SIF format or naming errors. A mismatched header count, wrong date format, or incorrect filename causes the file to bounce unparsed.

Fix process: correct the specific error from the rejection notice, regenerate the SIF, and resubmit immediately. If corrections push payment past the 1st of the month, penalties apply automatically.

UAE WPS Compliance Checklist and How HRMS Automates It

Run this checklist before every monthly payroll close. HROpal’s UAE HR platform automates the SIF generation, validation, and submission steps natively – see also the broader HR compliance guide for global workforces.

  • MOHRE Establishment ID active: not suspended; renewal not due within 30 days.
  • WPS agent agreement current: bank or exchange house service agreement active.
  • All employees in MOHRE register: new joiners registered within 30 days; leavers correctly closed in WPS.
  • Employee IBANs verified: check for bank account changes from the previous month.
  • SIF generated from payroll system: not built manually – use wps software uae or native payroll module.
  • SIF validated before upload: every Labour Card number, IBAN, and salary figure checked.
  • SIF submitted by 29th/30th: ensures bank processing completes before the 1st-of-month deadline.
  • Payment confirmation archived: stored with the SIF for minimum 5 years.

Frequently Asked Questions About WPS Payroll in UAE

Q1. What is WPS payroll in UAE?

WPS payroll is the UAE’s mandatory electronic salary payment system, overseen by MOHRE and the Central Bank of UAE. Every private-sector employer registered with MOHRE must pay all employee wages through an approved bank or exchange house via the Wage Protection System. Cash and cheque payments do not count as WPS compliance.

Q2. What is the WPS deadline in 2026?

Under Ministerial Resolution No. 340 of 2026 (effective 1 June 2026), all private-sector salaries must be transferred through WPS by the 1st of each month for the preceding month’s work. The previous 15-day grace period has been removed. Any payment after the 1st is treated as a delay from day two. Employers are considered compliant if at least 85% of total wages due are transferred on time, provided the remainder reflects lawful, documented deductions.

Q3. What is a SIF file for UAE WPS?

A SIF (Salary Information File) is the standardised data file that UAE employers submit to their WPS bank or exchange house each payroll cycle. It contains the employer’s MOHRE Establishment ID, and for every employee: their Labour Card number, IBAN, salary components, and pay period. Without a correctly formatted SIF, salary transfers cannot be processed.

Q4. What are the penalties for missing the WPS deadline?

From day two of a late payment, MOHRE flags the establishment automatically and enforcement begins. Work permit applications are suspended from around day five. Fines of AED 1,000 per employee per month apply as delays continue, with serious violations reaching AED 50,000 and potential trade licence suspension. Enforcement is fully automated – no employee complaint is needed.

Q5. Why do WPS SIF files get rejected?

The most common causes are mismatched Labour Card numbers, outdated or invalid IBAN numbers, salary amounts that differ from MOHRE contract records, missing NOPAY codes for employees not being paid, and SIF formatting or naming errors. Submitting the SIF at least three working days before the deadline allows time to correct and resubmit without triggering a late penalty.

Q6. Can WPS payroll be automated with HRMS software?

Yes. Payroll platforms with native UAE WPS integration generate the SIF file automatically from the payroll run, validate Labour Card numbers and IBANs against MOHRE data before submission, and create an audit trail for every cycle. This removes the manual steps that cause most SIF rejections and ensures the file is ready well ahead of the 1st-of-month deadline.
