How a Multinational Insurance Group Modernised Payroll Compliance Across Six GCC Countries

The story in one line

Six countries. Six statutory rulebooks. One platform.

6GCC Countries
1,200+Employees
16Forms Automated
6 mo.Full Rollout

This client is a multinational insurance group and one of the larger insurance groups operating across the GCC, with HR operations spanning six countries and a combined workforce of more than 1,200 employees. Until 2022, HR and payroll ran on Oracle Fusion, an implementation that had not been configured around the country-specific statutory requirements of each GCC market. That year, the group decided to move away from Oracle Fusion and adopt HROPAL as its HR information system, with Net Solutions DMCC and Elixir Global responsible for the implementation. This case study covers what was migrated, how payroll compliance was rebuilt on a country-by-country basis, and what changed for the HR team once the rollout went live.

The Challenge: Replacing a Legacy System Without Disrupting Six Countries of Payroll

Moving off an incumbent enterprise system like Oracle Fusion carries real risk when payroll for six countries runs through it. The group needed a replacement that could manage personnel records, payroll, time and attendance, appraisals, and employee self-service under one system, while handling each country’s statutory payroll rules on their own terms rather than forcing a single regional template across all six markets.

The HROPAL Solution

Net Solutions DMCC and Elixir Global implemented HROPAL across the group’s full HR scope: Personnel, Payroll, Employee Self-Service, Time & Attendance, and Employee Appraisals. The rollout covered the full six-month scope of work agreed with the client, and included:

  • 16 online forms automated across the employee help desk and self-service modules, covering routine HR requests without manual paperwork.
  • A detailed expense module covering general expenses, ticket claims, and education claims, with approved claims posting directly to payroll.
  • The HROPAL workflow engine handling online approvals through a flexible, configurable workflow design tool.
  • Complete payroll automation built around each country’s individual statutory compliance requirements, rather than one shared regional ruleset.
  • Overtime automation and expense payment automation configured to the group’s specific approval and payment rules.

Results

  • Payroll compliance now runs natively per country across all six GCC markets, replacing the single enterprise system the group had outgrown.
  • Expense management is consolidated in one system, from general claims through to education claims, and posts straight to payroll.
  • One self-service portal and one workflow engine now handle HR requests across all six countries.
  • Delivered within the agreed six-month timeline, covering personnel, payroll, time and attendance, and appraisals.

“We had HROPAL live across six countries, payroll compliance, expense management, employee self-service, all of it. The Net Solutions team kept things moving and were genuinely easy to work with throughout. We’re happy with where we landed, and the ongoing support has been just as solid as the implementation.”

Why HROPAL

  • Chosen by organisations replacing an enterprise incumbent after outgrowing a single regional template.
  • Payroll compliance engineered per country rather than adapted from a single template across GCC markets.
  • One workflow engine and one self-service portal across every country in scope, so HR manages one system, not six.
  • Proven at scale: HROPAL supports 500+ organisations across 60+ countries and is available in 13 languages, so the same platform grows with the business as it enters new markets.
